Representatives of LiveWell Farmington Valley presented their concept plans for a Healthy Living Center at 729 Farmington Avenue to the Town Plan and Zoning Commission at an informal workshop discussion on June 11.
LiveWell is a not-for -profit national leader in the field of aging services. 729 Farmington Avenue is adjacent to the Hill-Stead Museum and across the street from the former Parson’s Chevrolet property. This nearly 6 acre parcel is currently improved with a large stone and masonry single family home and detached brick garage built in 1926. LiveWell plans an addition to connect these 2 historic structures, and interior renovations to house a variety of services and amenities to promote health and well being for the entire community. A walking trail system with connections to the town-wide trail system is also planned.
LiveWell has been sharing its vision for the site with nearby residents and community organizations for many months, and looks forward to filing formal applications with the Town later this year.

CA Ventures has begun work on their new assisted living/memory care facility at the corner of Farmington Avenue and Brickyard Road/Bridgewater Road (across the street from Wood-n-Tap).
The purchase of the property from Waterside Ten, LLC was closed last week, and site work started earlier this week.
SNR assisted CA with local land use approvals.

Today’s edition of the Hartford Business Journal features an article about a coming wave of new development projects in Farmington.
SNR is proud to have assisted with many of these projects, including the Pennington condominiums at the site of the former Chuck’s Steak house (currently under construction), the assisted living and elderly apartment projects on Farmington Avenue across from the Wood N Tap (breaking ground this month) and the project at Five Corners (breaking ground shortly).
Bob Reeve serves as a volunteer on the Farmington Economic Development Commission, and represents property owners before local land use agencies.

The Lambert-Kay factory building in downtown Winsted has been vacant for decades, and was taken over by the town of Winchester for unpaid taxes. The town secured state grants for environmental remediation, and sought a developer to re-purpose the building.

Over the past year we have worked with Brian and town officials to assist with the transfer of the building, which took place last week.The first tenant, a brewery, is expected to move in this summer, marking another step in the revitalization of downtown Winsted. The buildings at 1 and 3 Farm Glen Boulevard in Farmington are headquarters to Farmington Bank, one of Connecticut’s leading community banks, and ProHealth Physicians, Connecticut’s leading primary care physician organization.
Located just off of Farmington Avenue in the UCONN Heath Center area, this is some of the most desirable office space in town.
These buildings were constructed over 30 years ago, at a time when corporate efficiency in the utilization of space was much lower than at the present time. Consequently, tenants were experiencing a shortage of on site parking for both employees and visitors.
The landlord hired SNR and local civil and traffic engineers to obtain approvals from the Farmington Town Plan and Zoning Commission, Zoning Board of Appeals and Conservation and Inland Wetlands Commission to enlarge the parking area and construct associated drainage improvements. The landowner will also be constructing a sidewalk across the frontage of the property which is a vital link in the town’s vision for a walkable “UCONN to Unionville” path as described in a recent revision to the town’s Plan of Conservation and Development.

According to recently adopted revisions to its Plan of Conservation and Development, Farmington’s population of “mature” adults (age 60 and over) will increase by 30 per cent between 2015 and 2025, while other age groups will experience a decline. By 2025 one third of all Farmington residents will be above the age of 60.
The town is planning for the needs of this population by rezoning properties to its “Senior-Active Adult” zone and approving new projects within that zone. The most recent example is a 32 unit elderly (age 62 and up) multifamily building at the intersection of Farmington Avenue (Rt. 4) and Bridgewater Road approved by the Town Plan and Zoning Commission in December, 2017.
This project will include spacious 1 and 2 bedroom apartments, garages, storage areas, walking/biking paths and a community gathering space.

The intersection known as 5 Corners in the East Farms section of Farmington is where Colt Highway (State Route 6), Birdseye Road (State Route 549) and Fienemann Road meet. Within a mile or so are two I-84 interchanges, 2 hotels, a large corporate office park, many medical office buildings and 2 apartment complexes.
Currently, the 5 Corners intersection is home to a gas station, fast food, office and automotive uses. Average daily traffic is close to 30,000 vehicles.
The only remaining vacant land at this intersection is the northeast corner, and it was zoned for single family residential use.
The longstanding owner of this property identified a need at this location, specifically a lack of restaurants to serve the large corporate employee and hotel guest population in the area.
In October of 2016 the Farmington Town Planning and Zoning Commission (TPZ) held a public hearing and then unanimously approved an amendment to the town wide Plan of Conservation and Development to allow limited commercial uses on the site.
In July of 2017 the TPZ conducted a public hearing and then approved a change of zone from Residential to Business, and a special permit for restaurant and retail uses. In its approval the TPZ asked the developer to work with the town’s Architectural Review Committee to refine the building architecture.
In September of 2017 the TPZ approved a site plan application for a building of just over 8,000 square feet with “traditional Farmington” architecture.

On July 17th the Farmington Town Plan and Zoning Commission approved a 120 unit assisted living facility on the south side of Farmington Avenue, just to the east of the intersection with Bridgewater Road and Brickyard Road. The developer will be making significant traffic improvements to the intersection prior to the opening of the facility, which will include 40 units devoted to memory care patients.
SNR represented the developer, CA Senior Living Holdings, LLC and the property owner, Waterside Ten, LLC, before Farmington’s land use commissions.

Upson Market Place, described as “the restoration of a historic ball bearing mill on the banks of the Farmington River into a mixed-use campus in the heart of Unionville Village” by the Connecticut Main Street Center (CMSC), has received a 2017 Keystone Award of Excellence from CMSC.
Created in 2003 to recognize outstanding projects, individuals and community efforts to bring traditional downtowns and neighborhood commercial districts back to life, socially and economically, the Awards of Excellence are presented annually. This year’s awards will be presented at CMSC’s VIBRANT MAIN STREETS event in the atrium of the Legislative Office Building on May 18th in Hartford.

The Farmington Town Plan and Zoning Commission and Conservation and Inland Wetlands Commission both recently approved a new 12 unit residential condominium on Farmington Avenue, adjacent to the Country Club of Farmington. The units will overlook the golf course and feature underground parking and other amenities. The project will be built on the site of the former Chuck’s Steak House building which has been vacant for many years. SNR represented the owner and developer before the local land use boards.

Currently the 5 Corners intersection is home to a gas station, fast food, office and automotive uses.
Earlier this month the Town Planning and Zoning Commission unanimously approved an amendment to the town wide Plan of Conservation and Development (POCD) to allow for limited commercial uses on the only remaining vacant parcels of land at 5 Corners. The uses the Commission is willing to consider include restaurant, retail and office uses, but no particular use has been approved at this time. An application for a new commercial building on the vacant land at the northeast corner is likely to be considered by the Commission at a public hearing in early 2017.

SNR recently represented a general contractor who was forced to file a mechanic’s lien to secure payment of monies owed to the general and his subcontractors on a project to rehabilitate an old house into an office use. The owner claimed that he had not agreed to pay for changes to the scope of the work after the initial contract was signed, and that the mechanic’s lien statute is unconstitutional. Following a 5 day hearing the Superior Court rejected the owner’s claims, and sustained the vast majority of the amounts our client and his subcontractors claimed as mechanic’s liens against the property.

Longtime residents remember when a factory operated in the old Pioneer Steel Ball building just across Mill Street from the Post Office in Unionville center. After being vacant for many years, this circa 1860 building and the rest of the block have now been re-purposed. These properties are now occupied by office, restaurant, residential and retail uses in a beautiful setting on the banks of the Farmington River. The old manufacturing building is now known as the Upson Market Place, in recognition of an early occupant, the Upson Nut Company. Unionville’s resurgence has been many years in the making, and shows what can happen when local government, community groups and property owners collaborate on solutions that benefit everyone. SNR provided zoning counsel and other assistance to the owner and developer of these properties.

SNR was recently hired by a well known professional musician to assist him with zoning matters and a real estate closing of a potential sale of his 65,000 square foot, 52 room single-family home in Farmington. The buyer is interested in converting the home into a multi-unit housing development for elderly residents.
